The decision on establishment of the State Enterprise “State Scientific and Technical Center for Nuclear and Radiation Safety” (SSTC NRS) within the State Nuclear Supervision of Ukraine, which performed at that time the functions of the state regulatory authority in nuclear energy use, was approved by Resolution of the Cabinet of Ministers of Ukraine No. 52 dated 3 February 1992. SSTC NRS started its activity on 19 March 1992 after the state registration in the local executive authorities.
In accordance with Resolution of the Cabinet of Ministers of Ukraine No. 354-r of 9 August 2001, SSTC NRS was subordinated to the State Nuclear Regulatory Committee of Ukraine (SNRCU).
According to the decision of the Cabinet of Ministers of Ukraine the Public Board of the State Nuclear Regulatory Inspectorate on Ukraine has been established on the 18th of February 2011.
There are the following preconditions to establish a specialized scientific and technical organization to support nuclear and radiation safety regulation in Ukraine:
Nuclear and radiation hazardous facilities and technologies available in Ukraine, namely:
5 NPPs (ZNPP, SUNPP, RNPP, KhNPP, ChNPP);
Transit transfer of nuclear materials and radioactive waste;
Enterprises of uranium ore mining and processing centered in three regions of Ukraine;
The Shelter and post-accident waste in the 30-km Chornobyl NPP exclusion area.
The need for creating national nuclear policy of the independent country, arranging the national institute for nuclear safety regulation and the appropriate infrastructure of its scientific support;
The need for developing and improving the national nuclear legislation and regulatory framework for safety with due regard of the state structure, regulatory policy and international practice;
Keen necessity in up-to-date methodologies and analytical tools for conducting state reviews on nuclear and radiation safety;
Diversity and complexity of scientific and technical challenges in regulation.
SSTC NRS is an enterprise, created on the basis of state ownership, it has a status of a legal entity, keeps its independent balance, bank accounts, and a seal with its title and a logo.
SSTC NRS scientific and technical activity is performed according to SNRIU tasks and is aimed at improving the regulatory framework, state reviews on nuclear and radiation safety and research in the center’s activities.
To arrange efficient scientific cooperation between organizations of the National Academy of Sciences of Ukraine and the State Nuclear Regulatory Committee of Ukraine (SNRCU), create conditions to improve efficiency and further development of SSTC NRS scientific and technical potential, according to joint Order of SNRCU and the National Academy of Sciences of Ukraine (NAS of Ukraine) No. 612/192 of 25 November 2008, SSTC NRS was given the rank of dual subordination, namely – SNRCU, according to the legislation, administers the property possessed by SSTC NRS, and NAS of Ukraine carries out scientific and methodological guidance of the SSTC NRS activity. In terms of the center’s scientific activities, SSTC NRS is incorporated to the Department of Nuclear Physics and Power Engineering of the NAS of Ukraine.
