SSTC NRS personnel policy is aimed at strengthening, promotion of young experts, prospective for professional development and improvement, upgrading of personnel skills, social protection and increasing personnel labor motivation, enhancing scientific work prestige.
The personnel policy is a constituent part of the SSTC management activity and production policy. It is developed to form team-oriented, responsible, high-skilled and highly productive workforce.
General number of SSTC NRS personnel is 218 people.
SSTC NRS reaches the necessary balance of experts allowing to solve all the issues related to safety of nuclear facilities and radiation technologies by own forces. The majority of the SSTC NRS experts have record of service at NPP and in key scientific institutions.
SSTC administration is interested in forming conditions for the maximum self-actualization of the workers scientific potential and reaching outstanding results within the scientific and technical activity. It is implemented due to:
Functioning of the system for upgrading personnel professional level based on detailed analysis of needs for training;
Continuous improvement of the training process methodology;
Forming a transparent system for assessing personnel qualification level.
SSTC NRS implements the system for professional training and retraining of scientific personnel ensuring stepwise logical process of planning, management, monitoring of training and assessment of its effectiveness.
Under SNRIU assistance SSTC experts systematically participate in workshops, training courses and on-the-job training for mastering the international experience in the field of safety analysis and risk assessment as regards nuclear energy use, as well as for mastering up-to-date level of special knowledge. Due to assistance of IAEA and Western regulatory bodies, the SSTC NRS experts were trained in well-known foreign organizations among which are:
US Nuclear Regulatory Commission (US NRC) and National Laboratories;
Society on Nuclear Facilities Safety (GRS, Germany);
Institute of Radioprotection and Nuclear Safety (IRSN, France);
The Italian Environmental Protection Agency (ANPA);
Radiation and Nuclear Safety Authority of Finland (STUK);
Japan Atomic Energy Research Institute (JAERI).
SSTC NRS developed specialized training course "General issues on nuclear and radiation safety" aimed at initial professional training for young experts of SSTC NRS, SNRIU and other stakeholders, who deals with nuclear safety. This training course covers safety issues of radwaste management, spent nuclear fuel storage, reactor physics, safety analysis, radiation safety, research reactors and etc. and consists of 5 modules, namely:
Introduction to nuclear and radiation safety;
Description of the main facilities of Ukrainian Nuclear Industry;
Scientific and technical assistance of NRS regulation;
World tendencies of nuclear energy development;
Individual safety of SSTC NRS personnel safety during the work.
An analytical simulator which allows modeling and visualizing NPP operation under different modes was installed and appropriate training course was developed under SNRIU cooperation with US NRC. The training program is intended for training, obtaining skills and upgrading qualification of personnel from SSTC and SNRIU subdivisions, which activity is related to analyzing peculiarities of NPP emergency processes development.
It is planned to introduce training on the following specialties to develop professional training system and raise scientific personnel qualification:
A system for assessing SSTC NRS personnel qualification level includes:
Scientific personnel certification;
SSTC NRS experts and managers examination as regards regulations, standards and rules on NRS in nuclear energy.
Assessment of personnel qualification level is aimed at raising personnel activity effectiveness, assuring efficient selection, career development, workers appointment according to their qualification, professional qualities and experience.
The SSTC NRS management contributes to distribution of experts’ scientific research (developments) by:
Publications of the results of scientific research carried out by SSTC NRS experts in specialized journal “Nuclear and Radiation Safety” and other scientific editions;
Publishing monographs prepared by the personnel;
Contributing the personnel participation in the work of scientific and public organizations, specialized academic, scientific and technical councils of the nuclear branch organizations;
Cooperation with the national and international scientific organizations and societies.
Besides, the system of scientific and technical potential development is supported by incentives and social guarantees based on the results of the work of the enterprise as a whole, its individual departments and personal contribution of each worker. It covers the following measures:
Forming comfortable work conditions;
Equipping workplaces with modern office equipment;
Assurance of work conditions compliance with the requirements of labor protection and fire safety;
In order to assure stability of labor relationship social and economical and personnel professional protection measures are appropriately planned and included into the SSTC NRS Collective agreement accepted by common decision of SSTC NRS labor collective and management at the conference.
The SSTC NRS Primary Trade Union Organization and Youth Union under this organization carry out their activity, social assurance system exists for effective protection of labor, social and economical rights and interests of the enterprise workers. They provide the following social and cultural measures under support of the SSTC NRS management:
Sanatoria and health resorts for the workers;
Monthly medical care by a cancer surgeon from Kyiv cancer hospital;
Support of the personnel children’s vacations;
Support of Leisure-time activity for young workers;
Participation in sports and athletics meetings and in forum of Atom Trade Union Youth;
Tours to historical and architectural monuments of Ukraine;
Corporative celebration of the Energy Industry Workers Day, New Year and other holidays.
