Safety regulation in nuclear energy use is one of the fundamental principles of safety management. To implement this principle the State Nuclear Regulatory Inspectorate of Ukraine (SNRIU) was established at the national level. Responsibility for ensuring the safety of civil nuclear facilities and radiation protection of the public rests with the SNRIU.
Nuclear safety regulation is closely related with a number of scientific and technical challenges. Creation of a technical support organization subordinated to the regulatory body, and capable to make appropriate evaluations and carry out proper research and development work to solve safety problems, is proved to be the most efficient practice world-wide.
In order to provide scientific and technical support to the State Nuclear Regulatory Inspectorate of Ukraine, the State Scientific and Technical Center for Nuclear and Radiation Safety (SSTC NRS) was created in 1992 by the Ordinance of the Cabinet of Ministers of Ukraine. The SSTC NRS activity is aimed at scientific and technical support to the national nuclear regulator, namely:
Support in developing the system for regulatory control of nuclear and radiation safety in the field of nuclear energy use;
Developing and upgrading the state review methodologies on nuclear and radiation safety;
Conducting state reviews of the safety substantiating materials for nuclear installations, radioactive waste management facilities and ionizing radiation sources in the framework of the current licensing procedures, and preparing expert conclusions on these materials;
Participating in international scientific and technical assistance projects on a basis of agreements, programs and plans implemented by the SNRIU.
The main tasks of SSTC NRS are:
Justification of nuclear safety principles, criteria and requirements;
Development of draft regulatory requirements, rules and standards on nuclear and radiation safety;
Scientific, analytical, expert, and advisory support to the national nuclear regulator;
Assessment of the current state of nuclear and radiation safety of Ukrainian nuclear installations, radioactive waste management facilities, radiation technologies, and the related risks;
Summarizing the experience in nuclear energy use;
Development of scientifically substantiated recommendations on enhancement of nuclear and radiation safety;
Implementation of the advanced knowledge and experience in safety analysis and risk estimation;
Preparation of analytical reports on the status of particular directions of nuclear and radiation safety in Ukraine.
The SSTC NRS scientific and technical activity is performed according to SNRIU plans and tasks.
More than 80 regulations, about 4 thousand expert conclusions, and about 400 scientific R&D projects have been accomplished since SSTC creation. The system of scientific and technical support to the state nuclear regulatory body has been developed and is being constantly improved. This system ensures fulfillment of the tasks entrusted to SSTC NRS.
By its 15th anniversary, SSTC NRS arranged two scientific international forums:
17-th International Symposium of the international association Atomic Energy Research was held on 24-27 September 2007 in Yalta with the participation of about 120 representatives from 11 countries;
ІІІ International conference “NPP Information and Control Systems: Safety Aspects” held on 8-10 October in Kharkiv with the participation of 130 experts from 7 countries.
Resulted from the National business rate in 2007 and 2008, SSTC NRS was awarded with the honorary title “Branch leader”. According to the main type of the activity “Research and development”, SSTC NRS received the honored decoration – order “For high professionalism”.

The SSTC today’s policy is aimed at the development and improvement of the enterprise efficiency through extension of its activities and bilateral relations with other enterprises dealing with nuclear energy use and nuclear and radiation safety regulation in Ukraine, in the following directions:
Existing NPPs lifetime extension management;
New NPPs construction and commissioning;
Development of the proper nuclear fuel cycle and qualification of nuclear fuel of other producers;
Operation of the existing and commissioning of a new research reactor;
Radiation waste and spent nuclear fuel management;
