Recently, the Accident Management Guideline for Nuclear Subcritical Facility “Neutron Source Based on Subcritical Assembly Driven by Linear Electron Accelerator” (Neutron Source) was validated in the National Science Center Kharkiv Institute of Physics and Technology (NSC KIPT).
According to the Head of the Laboratory of SSTC NRS NPP Operational Safety Analysis Department Andrii Huriiev, this is a new project for Ukraine, therefore the experience of nuclear power plants and IAEA recommendations were used in developing emergency documents.
“Currently, no forms of confirmation of accident management guidelines are provided for subcritical assemblies contrary to NPPs. However, taking into account the first this experience, the regulator requires validation, i.e. confirmation of emergency documents for this installation”, the expert explains.
The Accident Management Guideline for the Neutron Source will serve a tool to minimize or to mitigate emergency consequences. This will allow personnel to bring the installation into safe operation mode. Guideline developers (Bureau of Analytical Studies of NPP Safety) envisaged about twenty emergencies, however, according to Andrii Huriiev, the installation has a high security level, due to its systems can provide self-diagnosis, and the operator's intervention even during operation is minimum.
To obtain a permit for installation management, NSC KIPT operating personnel passed a special training. Additionally, training on the work with the Accident Management Guideline is provided.
Upon validation results, a number of comments were made, in particular on specification of the operators’ actions in emergencies. The NSC KIPT will promise to remove all the drawbacks in the near future and send the final version of the Accident Management Guideline to the State Nuclear Regulatory Inspectorate for approval.
It is necessary to remind that the main task of the Neutron Source is to perform scientific and applied studies in nuclear physics, radiation material science, biology, and chemistry. In addition, it is very important for medicine: it is possible to arrange own production of medical radioisotopes. Now they are imported into Ukraine from abroad.
The project is implemented within the Washington Summit Arrangements set out in the Joint Statement of the Presidents of Ukraine and the United States in April 2010 and the Memorandum of Understanding between the Government of Ukraine and the Government of the United States on Cooperation in Nuclear Safety signed on 26 September 2011.
